The bump up and down is a + and - feature for your delay box. If you have the bump down set say .005 then for every time you tap it the box will take that much away from your existing delay. So lets say you pull in and stage and the top bulb come on but you KNOW you missed it, you can tap the bump and subtract. Some tap 3-9 times before the last yellow when they miss it..
This can be a good thing.... And a bad thing. Its really a game of chance IMHO... LIVE BY THE BUMP DIE BY THE BUMP..
My advice would be to get used to top bulb racing and leave the bump turned off.. It will take you MANY many many runs just to get the top bulb stuff figured out.
